Minutes of a meeting of Bradford on Tone Parish Council held on 9th January 2024,
commencing at 7.30pm, in the Chant Room, Bradford on Tone Village Hall

No declaration of interest were made at this stage of the meeting.

Minutes
Consideration was given to the draft minutes of the meeting held on 14 November 2023.
RESOLVED that the draft minutes of the meeting held on 14 November 2023 be agreed as
a correct record subject to removing Cllr Sidhu from the list of Councillors
present and changing Minute 111 to reflect £5,000 being included in the
budget for the provision of possible asset and service devolution from
Somerset Council.

Public Participation
This agenda item enables members of the public present at the meeting to raise matters
which are relevant to Bradford on Tone and / or the work of the Council.
Speaker 1 requested an update on footpath WG14/1
Cllr Sidhu responded that as Somerset Council had received objections to the proposed
diversion which could not be resolved the proposal cannot go forward. There are 2 other
options but the landowner is not currently agreeable to either option. Somerset Council
has agreed that the bridge needs to be replaced but the landowner is not in agreement as
to the locations suggested.
The definitive path route is not now available due to the meanderings of the river.
It was suggested that as the railway line is also impacted it may be worthwhile seeking the
opinion of British Rail.

24/25 Budget and 24/25 Precept
Due to the increasing release of information about the Somerset Council financial
emergency and the changing of the precept submission date a report had not been
completed and it was suggested that an additional Council meeting be scheduled before
the end of January 2024 to enable timely consideration of the 24/25 budget and precept.

Banking Arrangements
The Clerk reported that work is in progress to obtain information about bank accounts
suitable for the Council’s needs, however more information is still needed about bank
charges on some accounts before a decision can be made.

Review of Governance Documents
The content of the Council’s current Standing Orders and Financial Regulation was
considered.
RESOLVED
(i)
that no changes are made to Standing Orders
(ii)
That no changes are made to the Financial Regulations at present but should the
model financial regulations issued by the National Association of Local Councils
(NALC) be changed within the next 12 months a further review is undertaken.

Schedule of Meetings
The provisional meeting schedule for the 24/25 civic year was considered.
RESOLVED
(i)
To schedule an additional Council meeting on Friday 19 January 2024 starting at
19.30hrs
(ii)
From May 2024 to continue with the practice of holding a council meeting every 2
months, the actual dates to be confirmed at the Annual Parish Council meeting.
The meeting closed at 20:50 hr.
