Minutes of a meeting of Bradford on Tone Parish Council held on 12th March 2024,
commencing at 7.30pm, in the Chant Room, Bradford on Tone Village Hall

Chair’s Announcements
The Chair asked everyone to stand for a minutes silence to mark the passing of Alan Lee
who was a former Parish Council Chair.
Cllr Ellis had now completed his move from Bradford on Tone and would officially be
tendering his resignation form the Parish Council.

There were no apologies for absence.

Declarations of Interest/Dispensations
No Declarations of Interest were made at this stage of the meeting.

Minutes
Consideration was given to the draft minutes of the meeting held on 19 January 2024.
RESOLVED to confirm the draft minutes of the meeting held on 19 January 2024 as a
correct record.

Public Participation
This agenda item allows members of the public present at the meeting to raise matters
which are relevant to Bradford on Tone and / or the work of the Council.

The speaker raised concerns about hedges overhanging footpaths especially on the section
of pavement into the village from the Worlds End to Heatherton Park

Reports from Somerset Council Councillors
The Somerset Councillors were not in attendance.

Asset & Service Devolution Update
The Clerk provided information on asset and service devolution from Somerset Council: At
this stage the discussion is mainly with the larger towns where Somerset Council an make
the most savings and the local councils have capacity for undertaking devolved e.g. grass
verges, visibility splays, public toilets, CCTV. This level of devolved service is not likely to
affect Bradford On Tone Parish Council.

Local Community Network (LCN)
The LCN has set up 2 working groups one each for transport and highways. The next
Wellington and Wiveliscombe meeting is scheduled for 18 April 2024.

Planning Applications
There were no planning applications for consideration.

Financial Matters
Bank Reconciliations
Formal bank reconciliations had not been done as there were no new bank
statements; they will need to be done for the end of the financial year.
Consideration was given to items for payment.

RESOLVED to make the payment detailed below, the invoices having been checked for
accuracy by the Clerk.

Budget Monitoring
There had been no significant expenditure since the last meeting and the next
budget monitoring report would cover all of 2023/2024 after the end of the
financial year.

Footpaths
Cllr Sidhu had spoken to the Footpaths Officer and the proposal now for Footpath WG 4/1
is to rebuild the bridge in the existing location and divert the footpath alongside the river.
It was requested that the definitive footpath map by the pub is replaced.

Clerk’s Progress Report
The Clerk reported on action taken / progress regarding items raised at previous meetings.;
this is likely to include bus shelter cleaning, new dog bin, overhanging hedges.
RESOLVED that the Clerk writes to all adjacent landowners to the Footpath from the A38
(Worlds End) to 3 Elms requesting that they keep hedges trimmed and clear of
the pavement.
The Clerk was also asked to contact Somerset Council to ask if the dog bin near Back Lane
could be moved approx. 10’ towards the pub and what the cost would be.
